Festival Guy, the ubiquitous dancer at local festivals, apparently doesn't know when the party's over.
According to court papers, neighbors called police around 10 a.m. Saturday morning to report him sunbathing naked on the sidewalk outside his northeast Rochester home. When police arrived, they found him wearing nothing but a baseball cap and drinking a cup of red wine. Police took an intoxicated Festival Guy into custody, after he refused requests to go inside.
