Controversial apartment project approved

Rochester, N.Y. - Construction on an apartment complete behind the George Eastman House could begin at the beginning of next year now that Rochester's planning commission approved the project Wednesday.
The 99-unit project still needs the go-ahead from the preseveration board but approval there is all but a given.
George Eastman House had fought the project tooth and nail, but, ultimately, the commissioners decided the complex will not run counter to the neighborhood's character.
"We think the decision is fundamentally unsound," said Bruce Barnes of the George Eastman House.
The project's developer Morgan Management applauded the vote.
"We've redesigned this project 4 or 5 times taking into account the historic nature of this area," said Kevin Morgan.
Barnes says he and the George Eastman House will consider alternative measures to stop the project.
