Albany, N.Y. (AP) - Syracuse Mayor Stephanie Miner is embroiled in a rare public dispute with powerful Gov. Andrew Cuomo over one of his budget proposals for local governments.

She has dared call it risky and "an accounting gimmick." She says cities and counties across New York need relief from state mandates and other budgeting flexibility or they could face insolvency.

The Cuomo administration fired back quickly, saying Miner was asking for a handout. They said if Syracuse couldn't fix its own problems, a state financial control board could.

It's a rare challenge to the popular governor and comes from a fellow Democrat he appointed as co-chairwoman of the state Democratic Party.
