Rochester, N.Y. - A Rochester woman is charged with arson and assault after allegedly setting two fires at the same apartment building.

Investigators say 32-year-old Marcia Mitchell set fire to the Manor Parkway apartment building on January 1 this year, and again on October 25.

The second fire badly damaged the building and displaced several residents.

Two people were also treated for smoke inhalation after the second blaze.

Mitchell is being held in the Monroe County Jail awaiting arraignment.
