Rochester, N.Y. - The Erie Harbor Waterfront Development will officially open Thursday, October 25.
The housing has about 130 units on Mt. Hope Avenue along the Genesee River.
Construction started in 2010 and landscaping finished up just a few weeks ago.
The apartments and town homes are part of a revitalization effort.
