Rochester, N.Y. - A man was shot in the foot Tuesday afternoon on Flower Street in Rochester.
Police responded just after 4 p.m. Officers said an argument may have led up to the shooting.
Police said that there may have been several witnesses, but none are cooperating.
The victim is expected to survive.
