It sounds like Fairport is breaking the law. If Fairport has proof of residency that she lives in their district, they need to take the age of the child into consideration and get the paperwork later. They can't delay the start of school. Some districts have illegally asked for paperwork such as birth certificates to enroll students and they can't ask for them, much less copy them. The mother needed to go to the ACLU or and advocacy center rather than the press.
