Rochester, N.Y. - The new education commissioner of New York State says the way to improve education is to listen to the people on the front lines.

Dr. David Steiner made four stops in Rochester Wednesday, including one at the Genesee Community Charter School. Steiner said innovation and improvement won't happen with mandates from Albany.

“I think for too long we felt at the state level that we were there to regulate and...more than that, we have to be a source of innovation and help and the recommendations for what we can do come from here, come from the field.” 

Dr. Steiner became commissioner on October 1.  He replaced Richard Mills who had led the state's education system for fourteen years.
