Chicago - Students in Chicago public schools won't have teachers when they go back to school today.

Negotiations on a contract between 26,000 teachers and the school district failed--as of midnight.

Teacher pay and evaluations are still the top issues.

“We are making good progress,” said Chicago Mayor Rahm Emanuel. “This is no time to have a strike, given the issues are not financial. They're down to two issues that we can finish.”

The district is the third largest in the nation and is headed by former Rochester Superintendent Jean-Claude Brizard.

The 350,000 students will have a half-day today, with supervision provided by the Chicago Park District and the YMCA.
