Parents Charged For Not Protecting Child From Sex Offender

December 2011: Police Become Aware of Jay Kroll

In December 2011 local police first became aware of Jay Kroll living in the Rochester area.  In early December, a witness at the Rochester Public Market reported to police that Kroll was being “overly excessive” in touching a boy he was with.  At the time Kroll identified the boy as his son which is not the case.  Rochester Police referred the matter to Brighton Police as Kroll gave an address in Brighton for him and the boy.

The mother of the boy later told authorities that her son sometimes helped Kroll at the Public Market.

Brighton police followed up with an arrest of Kroll on charges of Sexual Abuse 2nd Degree, Endangering the Welfare of a Child, and non-compliance with New York State Sex Offender Registry laws.

Kroll’s Criminal History

Jay Kroll was sent to New York State Prison in 1993 after being convicted of Sodomy in a case that involved an eleven year-old boy.  State prison records indicate that Kroll was a camp counselor at the time and that the boy was a camper in his care.  Kroll was released in 1999 and registered as a Level 2 Sex Offender.

That registration requires Kroll to notify law enforcement if he moved and all indications are that he maintained a Long Island address even while living in the Rochester area for about six months in 2011.

May 2012: Kroll Arrested In Federal Investigation

Federal court documents describe an investigation into Kroll’s internet activity that resulted in a search of a Long Island area home that Kroll shared with his mother.  Kroll was arrested in May and in June he was indicted on one count of Receipt of Child Pornography and one count of Possession of Child Pornography.

The federal court documents specifically reference the Brighton Police Department investigation into Kroll in December 2011.  They further reference a video of the local victim that Kroll told agents he possessed.

The federal case is still pending against Kroll and he was most recently in front of a federal judge on Wednesday October 24th where nothing of significance in the case occurred according to a spokesman for the U.S. Attorney’s Office in the Eastern District of New York.
