Man Shot, Killed By Police After Domestic Incident

Rochester, N.Y. - Rochester Police shot and killed a man outside a Locust Street home after a call for domestic problems early Thursday morning.

Police said Israel Andino called 911 saying that he just stabbed his mother and that he was going to shoot people.

An officer found Andino's mother on the porch of 72 Locust Street around 7:15 a.m.

Carmen Baez told police that her son stabbed her and was walking down the street with a long gun.

Rochester Police said other officers arrived and told Andino to drop the gun.

They talked to him for several minutes and tried using a taser on him. Rochester Police Chief James Shepard says the standoff lasted 20 minutes.

They said Andino shot at them and they returned fire.

"He didn't have to die because he was mentally challenged or whatever," Jimmy Sota said.  "He walked up and down the street all day everyday and didn't bother nobody."

Andino's family said he was bipolar.  He turned 20 years old today.

"Everyone loves him like family and I just feel like he'll be truly missed around here," Monica Turner, a neighbor and friend of the victim said.
