Rochester, N.Y. - Changes are coming to the popular East End Festival.
Tuesday night City Council approved a change to the code that would prevent public streets from being blocked off to only those who pay for admission.
The Festival has closed East Avenue and charged an entrance fee for the first Friday of every summer month for the past 23 years.
One festival organizer told 13WHAM News the change would make it impossible to continue the festival because of the costs.
