Rochester, N.Y. - Plans for the Sibley Building in downtown Rochester seem to be moving forward.

Developers met Wednesday with Monroe County leaders, and provided more financial information needed to get tax breaks.

They plan to close on the property at the end of the month.

Developers plan to spend up to $150 million to turn the building into housing, retail, and offices.
