Rochester, N.Y. - A Boston developer completed the purchase of the Sibley building Friday.
Winn Development plans to spend up to $150 million to renovate the Rochester landmark into housing, retail, and office space.
Rochester Mayor Tom Richards said the project will compliment other development efforts in the area, including the Midtown construction going on across the street from the Sibley building.
