Rochester, N.Y. – State Police ticketed the driver of a tractor-trailer that crashed on Route 490 Wednesday, snarling traffic for hours.

The vehicle crashed and landed on its side on Interstate 490 at Goodman Street.

Police ticketed the driver, Justin Frank, 32, for speeding.
