Albany, N.Y. - The superintendent of Rochester city schools will testify in Albany about Governor Cuomo's proposed budget on Tuesday.

Bolgen Vargas is expected to focus on the need for more instructional time, expanded school days and funding to support full day kindergarten.

On Monday, Rochester Mayor Tom Richards testified about the proposed spending plan in Albany.

Richards applauded pension reform plans, but he called for more investment in upstate New York and a per capita distribution of aid. Buffalo receives more state aid per capita than Rochester.
