Webster, N.Y. - The sign reads: "How Many Deaths Will It Take 'Til we know Too Many People Have Died?" It is from a song by Bob Dylan.
Paul LiBera wanted to put the sign up on Lake Road, where the homes were destroyed during the Christmas Eve ambush.
He said, "I wanted people to see the sign to think about the culture of guns in our society."
He asked John Kohut, who owned the property, for permission and Kohut said it was fine.
Then Kohut got a letter from the town of Webster that said the sign was too big and violated zoning laws.
He needed a permit to keep it there.
Kohut said he thinks the town is just following procedures.
But, LiBera felt his First Amendment rights were violated.
So, he covered the sign with a tarp and wrote the words "censored" on it.
LiBera said he needed to make a point about the violence that day and the fact that something needs to be done.
He try to get a permit to keep the sign, but said it is a complicated, time-consuming process.
LiBera said: "They said I probably won't be able to get the permit anyway, because the sign is too big."
Meanwhile, John Kohut is thinking beyond the sign that sits where his house once was, to the new home he hopes to build on that spot.
He has started the rebuilding process and is awaiting final word from his insurance company on how much will be covered from the fire.
Kohut said he has mixed feelings about rebuilding, especially when he thinks about the firefighters who died and were injured that day.
But at the same time, he wants to move on, rebuild and enjoy the home he built with dreams of retiring there someday.
