Hemlock, N.Y. – Two dogs and one cat were found in a home in Hemlock being mistreated and abused, police say.

Police say the Ontario County Humane Society investigated the situation.  When they went to the house there was a chocolate lab and an orange cat locked in the basement without food, water or light.

There was also a German Shepherd locked in a small crate in the living-room suffering from multiple health conditions, including fleas and a skin condition, police say.

Michael James, the owner of the residence and the animals, was arrested and is being charged with Cruelty to Animals and Failure to Vaccinate Animals Against Rabies.

He will be appearing in Canadice Town court.
