Rochester, N.Y. - A Rochester woman was charged with arson for a 2009 apartment fire.
The Rochester Fire Department arrested Elba Pope Thursday night for arson and burglary.
Fire investigators say Pope, 21, allegedly set a fire at 122 Avenue D on September 7, 2009.
They say Pope had an ongoing disagreement with the resident of one apartment in the building, went to the home and stole some items, and then set the apartment fire.
