Rochester, N.Y. - The Boy Scouts' so-called "perversion files" have been made public, and 12 men from the Rochester area are named in the report.
The files show that on numerous occasions, local scouting officials across the country helped cover up abuse allegations.
The documents date from 1959 to 1985. This is the first time the earliest documents - those from 1959 to 1971 - have been made public.
The documents show that in many instances the files succeeded in keeping pedophiles out of scouting. In some cases, however, they did not.
Of the 12 men included in the report from the Rochester area, seven were convicted in connection with allegations of abuse. The remaining five were arrested or indicted in their cases.
The Boy Scouts of America apologized Thursday for the sexual abuse adding it has since changed it policies to make sure any suspicion of abuse gets reported to the police.
Seneca Waterways Council said in a separate statement is proud of the steps now in place to prevent child abuse.
