Rochester, N.Y. - Rochester Mayor Tom Richards, Monroe County Executive Maggie Brooks, and several local non-profit organizations gathered Wednesday to announce a new strategy for fighting homelessness.

The city organized the study in 2010 to look for ways to address the problem.

One of the recommendations in the report is to create a system to better identify and reach out to those at risk of becoming homeless.

The report also calls for creating permanent housing with on-site resources for the homeless instead of using local hotels.
