Monroe County Jail Deputy Arrested On Sex Abuse Charges

Rochester & Brighton, N.Y. --- A Monroe County Sheriff's Office Jail Deputy Sergeant was arraigned Friday on Rape, Sex Abuse, and Official Misconduct charges following the unsealing of a 23-count indictment.

The Sheriff's Department said Robert J. Wilson is accused with having sex with female inmates at the Monroe County Jail while serving as a Jail Deputy.

There are seven alleged female victims.  Authorities say the crimes happened between 2010-2012. 

Wilson was charged with seven counts of Official Misconduct one for each alleged victim.  He faces three felony charges: two counts of rape in the third degree and a criminal sex act.  He is also faces twelve charges of Sexual Abuse.  All of those crimes allegedly happened inside the jail.

He was also charged with patronizing a prostitute for an alleged encounter with one of those seven inmates before or after she left the jail.

Wilson surrendered to authorities around 6:15a.m. Friday morning when they located him in his car near the jail.  His lawyer said Wilson has known about these matters for two months and internal affairs proceedings are underway.

"He was a supervisor in charge so he had access to the entire facility and he had very calculated actions so that he would be able to manipulate the system to accommodate his actions,"

A Sheriff's Office Spokesman confirmed that Wilson was promoted to the rank of Sergeant two years ago.  Sheriff O'Flynn stated that he was transferred from the downtown jail to the women's facility in Brighton in 2010. 

The indictment alleges the first sexual encounters began in 2010.

Wilson's lawyer stated in court that his client had an "exemplary record" and that claim was not disputed by Sheriff O'Flynn.

"It appears as though he had relationships with many of them we're trying to determine the extent with all the victims," Sheriff O'Flynn stated.

Monroe County Sheriff Patrick O'Flynn said in a Friday news conference following Wilson's arraignment.  "It is a disappointing day that one of our own would act and use his position in such a way."

The investigation began as an Internal Affairs matter dealing with some alleged misconduct with the jail's computer system according to the Sheriff.  It quickly became a criminal investigation with Sheriff's Office investigators taking the lead and the Monroe County District Attorney's Office was also investigated.

D.A. Sandra Doorley was asked if discussions about bringing in an outside agency to investigate was discussed so as to avoid the appearance of impropriety.

"By bringing in our investigators, that being the D.A.'s Office I believe that would erase any appearance of impropriety," D.A. Doorley said.  "As soon as the Sheriff and the members of the Sheriff's Office knew about this they came right over to my office, we sat down (with) my investigators who work at the DA's Office and jointly investigated this before placing it in front of a Grand Jury."

The Sheriff said none of the victims came forward and that his investigators needed to track down many of them and urge some of them to talk.  He credited his investigators but also other members of the jail staff who helped bring this information to light.

"We derive our authority through the confidence and trust that this community has and any time any police officer in the county does something that violates that trust it's a black mark on all of us," Sheriff O'Flynn said.

When asked about the "black marks" that currently dot some of the Sheriff's jail operations in recent years, including the escape of two inmates last year from the downtown jail, the Sheriff responded; "We aggressively pursue and ensure that our people comply with the orders, the rules, the regulations and the laws and we are very aggressive in follow-up and in taking action."

Wilson maintains a Greece address on many public documents but multiple sources confirm he is now living in a Spencerport apartment.  His lawyer stated in court that he is currently separated from his family.

Wilson is suspended from work and was asked to surrender his service revolver and pistol permit.  Bail was set at $5,000 cash, $10,000 bond and he posted that bail shortly after his arraignment.
