City teachers upset about reviews
Rochester, N.Y. -- Just days before the start of school, many Rochester City School teachers are getting their Annual Professional Performance Reviews, also known as APPR, for the first time.
There are four levels of assessment: highly effective, effective, developing and ineffective.
While only a few teachers received an ineffective review this time around, many received a developing rating and are not happy about it.
Teachers scores are made up of three assessments: the administrators assessment is worth 60 points; the states assessment on student growth is worth 20 points, and the local assessment on student growth is worth 20 points as well.
I knew I did very well from the first part of my evaluation from my administrator I received a 59 out of 60 points, said Dave Wurz a 28-year veteran special education teacher. But as far as the state scores and the local scores I didn't know what to expect. The system has already proven itself extremely unfair quite frankly it's not worth the paper it's written on.
Wurz scored a 10 on the state assessment and an 11 on the local assessment.
There are multiple ways these assessments are done, according to Wurz a lot of them take away from valuable classroom time.
Wurz also said he doesnt trust the scoring of the review.
They want to start at a very low level and they want to show that their program, Common Core, has improved student performance and teacher performance and they are going to do it artificially on the backs of students and teachers, claims Wurz.
But Rochester City School Board President Malik Evans explains these reviews are designed to improve the teachers, students and the district.
It's just not about standardized tests, but it's about classroom management, teacher attendance, teacher performance - overall teacher performance, said Evans.
Because this is the first year for the reviews they will not directly affect teachers.
However, starting next year if a teacher receives an ineffective rating two years in a row, the district may initiate due process dismissal.
