Inner Loop appears on 'no future' list

Buffalo, N.Y. (AP) -- Highways in three upstate New York cities have made a group's top 10 list of "Freeways Without Futures."

The Congress for New Urbanism said Buffalo's Skyway, Rochester's Inner Loop and Syracuses Interstate 81 are examples of highways doing significant damage to their cities and in need of replacement with more people-friendly options.

The group promotes "smart growth" and walkable communities as a way to revitalize cities and make them more livable while saving taxpayers billions of dollars in highway construction and upkeep.

The 1.4-mile-long Skyway bridge carries Route 5 over the Buffalo River, the Inner Loop is a circular downtown connector to Interstate 490 in Rochester and I-81 cuts through downtown Syracuse.

There's been discussion about tearing down the Skyway and elevated sections of I-81, while changes are planned for part of the Inner Loop.
