Arrest made in 'Jack Frost' case

Rochester, N.Y. - An arrest has been made in connection to a pit bull mix surrendered to a Rochester animal shelter in January in very poor condition.

Nicknamed "Jack Frost," the dog was nearly frozen and emaciated when he was surrendered.

Following an arrest by the Humane Society of Greater Rochester, Kevin L. Williams of Rochester was arrested, accused of torturing and injuring an animal and failing to provide sustenance.

Williams was arraigned in Rochester City Court Thursday and will appear in front of a judge next month. He faces a misdemeanor animal cruelty charge.

"Jack" has been cared for by the rescue group Rescued Treasures since January.
