Toddler rescued from canal

Waterloo, N.Y. - A toddler is ok after a Waterloo Police Officer rescued him from the Seneca-Cayuga Canal Tuesday.

Officer Matthew Scaglione was called to East Main Street to help search for a 3-year-old boy.
The canal is nearby and Officer Scaglione decided to look there.

"I looked down and saw him floating on his back," says Officer Scaglione. "He was conscious and breathing. I took my belt off, swam out, and got him to shore and performed CPR."
Officer Scaglione says he did what anyone would have done.

The toddler's parents, Neil McMillen and Chelsea Ticer, have been charged with endangering the welfare of a child.
